Impacts of increasing retail internationalisation: Some implications for government policy

Introduction

Protecting the home market from foreign retailers is a long established government policy.
On 15 April 1607 in England was proclaimed, “An act against forreyners retailing merchandizes, keeping shoppes and using handycraft trades within London”.
In 1689 a royal decree in England prohibited the import or retailing of any commodities of France.
Late 19 century legislation in Thailand was used to control Chinese merchants’ stranglehold on rice distribution
In 1999 European Commission placed conditions on the acquisition of Meinl in Austria by Rewe of Germany
In 2006 the new Thai government required foreign retailers to halt new store development
